I agree David...your making a rush judgment you may regret.  Hold on to that cash and dont do anything for a couple weeks, then decide. 

Add 10k to the price of the new legacy...would you still buy it?  Now add 4k to the price that your selling the rsti for...which would you rather have?  If your still thinking a new legacy, now consider what both cars will be worth in 3 yrs....

Your RS has the potential to hold it's value, that Legacy will drop like a rock in comparison.

Spend $2000 on a stock STi shortblock and put it back together.

I dont think a short block is going to get it done...might be worth pulling the heads and taking a look but my guess is their toast. 

Complete ej207 is $3500.  Check and replace timing components/waterpump if needed $500.  Put a stock map in, then leave it alone...itll last a long time.

Then sell off all the **** you dont need: fmic, bov, ts exhaust/turbo, the heads may have a core value and if they did happen to be good then $$$$
 
I really dont think your going to come out as bad as you think...maybe some of the guys in the club would help with install and save on labor.

A few guys might be very interested in buying 207 parts... not quite yet, but remember, there will soon be a very consistent market for this.  Grin

If you did tear it down, I'd love to help with that.  I like seeing more and more about how these engines are laid out firsthand.
